If you planned your WhatsApp budget on the idea that replying to customers is free, that stopped being true on 1 October 2026. Meta resumed charging for service messages and for utility templates sent inside the 24-hour customer service window. Most small businesses we talk to haven't noticed yet, because the change is small per message. Here is what the pricing looks like going into 2027, and what it means for a real monthly bill.
How Meta charges now
Since 1 July 2025, the WhatsApp Business Platform charges per delivered message, based on the message category and the country of the person receiving it. Messages your customers send you are free. You pay for four kinds of message: marketing templates (offers, festive sales, new launches), utility templates (order confirmations, shipping updates, appointment reminders), authentication templates (one-time passwords) and service messages (your free-form replies inside 24 hours of the customer's last message).
India rates on the October 2026 rate card
Marketing messages cost about ₹0.86 each. Utility and authentication messages cost about ₹0.115 each. Each business phone number gets 1,000 free service messages a month; Indian rate cards list service messages beyond that at the utility rate. Add 18% GST on top, and your provider's margin — most Business Solution Providers charge either a monthly platform fee or a markup of roughly ₹0.10 to ₹0.30 per message. Meta revises rates from time to time, so check the current card before you lock a budget.
What changed on 1 October 2026
Two things that were free became chargeable. Service messages had been free since November 2024; now only the first 1,000 a month per number are free. Utility templates sent while the customer service window is open had been free since July 2025; now they are charged like any other utility message. Meta also asked businesses to have a payment method on file by 30 September 2026, or service messages could stop being delivered.
A worked example: a small online store with 600 orders a month
Three order updates per order (confirmed, shipped, delivered) is 1,800 utility messages, about ₹207. Two festive offers sent to 3,000 past customers is 6,000 marketing messages, about ₹5,179. Around 1,500 support replies uses the 1,000 free messages and pays for 500, about ₹58. That is roughly ₹5,440 a month, or about ₹6,420 with GST, before the provider's fee. The lesson is in the split: order updates cost almost nothing, and marketing broadcasts are over 90% of the bill.
A clinic or service business looks very different
Four hundred appointment reminders a month is about ₹46 in utility messages. For businesses that mostly send reminders and confirmations, WhatsApp remains one of the cheapest ways to reach customers — the cost only becomes noticeable once you start broadcasting offers.
Five ways to keep your 2027 bill down
First, keep utility templates purely transactional; Meta can re-categorise a utility template that includes promotional content as marketing, at seven to eight times the price. Second, use Click-to-WhatsApp ads for acquisition: when someone messages you from one of those ads, a free entry point window opens for up to 7 days, and the messages you send in it are not charged. Third, segment your marketing list — send the Diwali offer to people who bought in the last year, not to every number you have ever collected. Fourth, combine updates: one 'shipped, here is your tracking link' message is cheaper than three separate ones. Fifth, answer in fewer, complete replies, because service messages beyond 1,000 a month now count.
Choosing a provider
Compare how each provider charges on top of Meta's rate, not just the headline plan price. Make sure the WhatsApp number, the business account and the approved templates are registered to your business, so you can move providers later without starting over. And ask how they report spend by category — if you can't see marketing and utility separately, you can't control the part that matters.
Where automation fits
In the WhatsApp automations we build for Indian businesses, the order updates and reminders are rarely the expensive part; they save hours of manual messaging for a few hundred rupees a month. The money is in deciding who gets marketing messages and when. If you're planning WhatsApp for 2027, we're happy to estimate your monthly bill before you commit: WhatsApp automation at HowAutomate. Frequently asked questions
How much does a WhatsApp Business API message cost in India?
On Meta's October 2026 rate card for India, a marketing message costs about ₹0.86, and utility and authentication messages about ₹0.115 each, plus 18% GST and any markup your provider charges. Meta revises rates from time to time, so check the current card before budgeting.
Are WhatsApp customer service replies still free?
Not entirely. Since 1 October 2026, each business phone number gets 1,000 free service messages a month; replies beyond that are charged. Messages your customers send you remain free.
What is a free entry point window on WhatsApp?
When a customer messages you from a Click-to-WhatsApp ad, a free entry point window opens for up to 7 days. Messages you send them in that window are not charged, except Meta Business Agent (AI) messages.
What usually makes a small business's WhatsApp bill high?
Marketing broadcasts. In a typical small online store, order updates cost a few hundred rupees a month while festive offers sent to the whole customer list make up over 90% of the bill. Segmenting the list is the biggest saving.
